I have the Ross-Tech KII-USB

The software is free. The cheap e-bay cables will work with the "lite" version of the software which contains most of the stuff you need but you do lose some functionality with things that a lot of people don't find essential (ie: real time data logging). The more expensive Ross-Tech kits contain extra "stuff" that you aren't going to need unless you are working in a shop on multiple vehicles with varying interfaces.

Bottom line is the most important part of the package is the software.

and then i download the software from ross-tech?

i was worried i was gonna have to shell out $350! so even getting the one you have would be over kill for me? my only goal here is to best maintain my basic stage 3 setup.

yep

that will do it for you. you can probably find a cheaper cable on ebay, there is really no difference between any OBDII to USB cable.
