Rubber flap/cover in front of top pulley...removable?

Default Rubber flap/cover in front of top pulley...removable?

Right near the front-middle of my engine bay I noticed a few tiny bits of shredded rubber, on the pulley and intake plumbing. On closer look, some sort of a rubber "flap/cover" is coming into contact with the top engine pulley.

I removed it (it was chewed up some) and cleaned the area up and everything looked good.

Anyone else had this and is there any reason to get a new one or put it back on (moisture, heat protection etc) or is it pointless?

Here's a picture of the flap that I removed in case this clears anything up:




It looks as though maybe it came loose at the bottom and the fans blew it toward the pulley??

Not sure!

im pretty sure its just for sound proofing, hard to tell because i cannot see exactly where it came from. dont quote me on that one though. so you will be fine without it no matter what i would guess.
