Depending on your tune, the ECU will request a set ampount of boost for a given throttle input and engine load.
It uses a pressure sensor in the TBB to measure the boost being produced.
By using this and information from several other systems it (the ECU) can decide how much the wastegate controller (n75) needs to open or close the wastegates to decrease or increase boost.

You really need to get a boost gauge, the are a very valuable diagnostic tool.
Especially on a car boosting above stock pressures.

i would seriously get your car retuned by GIAC and get a boost gauge. If you dont know what you are running software wise..thats a big problem. What size injectors are you using? Its too bad you didnt have a boost gauge when you had your regular K04s. It would make this problem a bit easier to solve since we could determine the amount of psi you were running prior to the 997 compression wheel K04 to what it is now.you might wanna check your wastegate actuators too if possible. With stronger turbos like yours, its not uncommon to blow a leak in the actuator. It happened to me before and it was a pain in the *** to figure out. Once I got a new actuator put on, it was like a totally different car. The power was amazing. I wouldnt be suprised if it was something minor like that.

I'll check out what my options are from GIAC. Does the engine need to be removed to check the actuator? They were rebuilt and went directly into the engine. I never experienced the same amount of power from the first time I turned on the car with the rebuilt turbos. Is it possible it's still bad? Wouldn't the people that rebuild the turbos look for things like this?

EDIT: I'm using RS4 injectors.

I dont think the engine would need to be removed. Just get it up on a lift probably. I dont know if its your actuators because you said from the first time u started your car back up with the new turbos there was less power. I would still get the actuators looked at though just in case. It could be maybe you need bigger injectors?
