Check for vacuum leaks in the smaller lines. I had the same problem, it was a small line that the t broke in at the back of the engine where it went to the fuel pressure regulator. A little leak on these cars can cause big problems.

problem solved
i made a pressure tester based off this design

and found that yes, the tbb had a nice 4 inch split under the clam, and the f pipe was split, so i "patched" the tbb for now, and made a new f pipe, and then found an even bigger surprise. on the passenger side where the hardpipe runs lateraly with the engine back to the turbo, that when the shop that replaced the turbo's didnt put the bolt back in that holds up the end where they meet comming down from the Y split (o ring pipe fitting), so i replaced the bolt, pressure tested it to 15psi. I may have another leak in the back, but i was satisfied by then to see if there was any improvement.
there was.
the car now runs up to ~16 psi, with some surges to almost 20psi....all i can say, is what a difference.
time to order the silicone tbb tomorrow.
