I am considering a '00 - '02 S4 but most in my price range have over 75K. Do the turbos lose there effectiveness with that many miles? What kind of HP/TQ loss should I expect? Is it worth the extra couple grand for one with around 50K. How much does it cost to have the turbos replaced or rebuilt?

The turbo's should be fine as long as the car was taken care of, cooled down properly, etc. Replacing turbo's is expensive and I would think it's even more to just rebuild your stock ones. Balancing a 200,000 rpm piece of equipment isn't exactly easy I would think. And if your going for 75k miles, just look for common issues associated with the car or make sure the guy has replaced the timing belt recently. Other than that there shouldn't be much of a problem.
