Default Dentist Drill Whine is my Turbo F'ed?

One of my turbos is making a very loud whine, especially when its cold. I have replaced a torn throttle body boot, and both DV's, thinking for sure that would stop the noise, but didnt. I have also done pressure tests on the intake and dont think I heard anything.

Here is a clip of the noise:

Does that sound like a blown turbo to you or you think that is air escaping? My oil was unusually low recently too...

biggest teller of blown turbo is white smoke. It might be on its way out, but smoke will let you know for sure.

that whine for sure means your turbo(s) are going out, check youtube videos for dentist drill s4. drive it easy until you have replacement parts i.e less than 5 psi
