Most domestic Japanese cars are driver side (USDM) most TRUE JDM body design (such as found on the S14) which is a cloan of the true JDM car via frame design will still be found on the passenger side, since that is the driver side in japan. This holds true once you visit japan and see....

German cars it is a split. The M5, X5, and A4 are all passenger side, but the once porsche we were driving was driver side hood.

 

I've seen plenty of stations where the pump is designed to reach to the far side. It may not be the case for this particular one, but the idea of far-side-filling isn't that daft.
