Pipe dreams.
No number of votes will make this a reality. The amount of bureaucracy required to change such a rule would be far too great, when really, it's a cosmetic issue that a small percentage of the population have. Like 1% of people are car enthusiasts (my made up statistic)... and honestly, I love cars, but am FOR front plates (even though I hate mine!). The thing is, if it means catching one hit and run offender... it's worth it.
Also, there's been a time where I've been followed before by a road rage psycho, and it was nice to get his plate #.
While the need for 'em might be few and far between, there is sometimes a need... and that will far outweigh the problems with changing a state law (and all the procedures in place because of it).
But yeah... signing is no effort, so rock on and cross your fingers. I just wouldn't hold your breath.
