My custom rig, that practically dims the lights when I kick it on (she doesn't know thats always running, and that bioch is overclocked in every aspect possible, so I have enough fans to cause a breeze in the room practically).
500W PSU to power no less than seven case fans...eleven total. It had a P4 overclocked from 3.0 to 3.2 or something small like that. The GPU was a nVidia 6800LE...I unlocked the pipelines and overclocked the RAM/GPU somewhere around 100MHz. It's still sitting at home, albeit not in as glamorous condition (cupholder and gauges are gone).
It even had a cupholder.
And it won me first place in a case mod contest at a 100 person LAN party (wow was I ever a nerd):

I'm an electrical engineer... who really cares? electricity is 10 cents per k watt hour. thats like 5 cents a year to keep the tv pluged in (and save your settings!). And yes a power strip isa open in the circuit, conducting no power. A tv well have virtually no cap, so you could measure it with a dmm. You can actually design circuits with lots of inductance that use very little power; however, it is frowned apon greatly because it creates a lot of heat on power lines.

Hey, my girlfriend is an electrical engineer and she said the following:
"When any electrical device is plugged into a wall or powerstrip, it is in fact consuming power. However, the consumption is very small. So, if you are an **** retentive **** and you want to save every bit of power possible, then keep ALL devices plugged into a powerstrip and then turn the powerstrip off when not in use. If you're roommate is going to be such a biotch, then tell her to go buy all new lightbulbs (the CFL type), and more energy effecient appliances. Oh, and tell her not to take hot showers too." =)

guys, its not the money that shes worried about, its the WASTE of precious energy. You know, if I unplug my tv, then they can take the day off at the powerplant, and shut everything down...
BTW, we already have all those compact florescents. You know, the ones full of mercury she doesn't know about...

Its all advertised to the consumers to save energy and be efficient and yadda yadda yadda and i'm not saying thats a bad thing but within reason. Your roommate is bat **** insane about it.
Just show her how much power industry wastes and how some of the things she does/uses day to day are inefficient and get her off your ******* back.
Btw, awesome rig, i'm going to be building a new one soon after I pay off these tuition loans
