Haha yes, you are remembering all correctly.
his site is www.offtone.com and his design site is www.offtonedesign.com <--- that's for people needing web design stuff. Offtone is personal, the design site is business.
And yeah it was the snowy picture that he took with his old digi rebel that won that contest... Now he's got his 30D and a buttload of accessories and whatnot. He uses an L lens... 14-70? I have no idea. I try to remember all this crap, but I can't.

30D seems to be a great camera.. good for a weekend warrior to amatuer photographer. From what I'm told the pro's use the 1D but everyone else uses the 30D or 40D

It's an HDR (High Dynamic Range) picture. You have to take 3 or more pictures of the exact same shot with multiple exposure. Then using photoshop you can combine them. Here is a link to a good tutorial on it: http://luminous-landscape.com/tutorials/hdr.shtml

It's the full version of the program but a trial of it so they put watermarks on your images, but for 100 bucks you can get rid of the watermarks.
That allows you to generate HDR images as well as tone compressing and other fun goodies.
