If the dog didn't escape, how long would he have left it tied there? Irrelevant because it did escape. And who knows, maybe he planned to adopt the god, which didn't have a home to begin with and treat it like a king for the rest of its life

I will agree with you that I am judging someone I don't even know, but people don't tie up starving dogs and display them as "art". To me that's a mockery to the animal. =\

Tying up and starving an animal is terrible, however there is no evidence of that happening. Also its a feral dog, there are millions of them dieing all over the world. Im not saying its life is any less valuable than a domestic dogs, but he wasnt playing fetch, going to the beach, and having a can of Alpo twice a day. People in many other countries dont care about dogs as much as Americans, you can go save every animal in the world.
