It said the dog escaped, it's still messed up that he tied the dog in one spot for a long time (irregardless if he fed it or not).
If the dog didn't escape, how long would he have left it tied there?

I will agree with you that I am judging someone I don't even know, but people don't tie up starving dogs and display them as "art". To me that's a mockery to the animal. =\

Tying up and starving an animal is terrible, however there is no evidence of that happening. Also its a feral dog, there are millions of them dieing all over the world. Im not saying its life is any less valuable than a domestic dogs, but he wasnt playing fetch, going to the beach, and having a can of Alpo twice a day. People in many other countries dont care about dogs as much as Americans, you can go save every animal in the world.
