Q5 Washer Fluid Pump Issue

Hey there,
I am severely stuck on a washer fluid pump issue.
The pump works, I've hooked it up to a separate 12V power source and it whirred right away. So did the replacement pump that I already bought.
When I pull the lever, the wipers move, but no pump whir. I have voltage at the connector, both sides (as I've read that the ground sends power when sending to rear wipers). What I'm struggling with is that it is showing voltage at the connector even when I'm not pulling the lever. Is that normal?
I'm handy, but not a mechanic. Any insight would be hugely appreciated. I'd like to avoid bringing this in, as it is 10 years old, with 215K miles and this is something I think I can figure out...or at least I did.
