Update:

just called around to a million locksmiths with people recommending other people.

Well, I finally found a guy who said he can cut a key off the ignition and can program it too. I'm keeping my fingers crossed.

 

update:
locksmith worked. Cost me $291 with tax for 1 regular key cut and programmed, but at least I have a car again. He said the dealer was probably trying to screw me, it didn't look like the car had ever been re-keyed.
