Default A4 wont start after refueling (with vag codes)

so after i fill my 99 a4 quattro with gas it wont start properly. i turn the key, the engine revs and turns but doesnt catch. or it will catch but immediately stall. after 15-30 minutes it will start. usually the engine turns for awhile, i leave the key forward, and it eventually catches.

so i vag it and get these codes:

16544 oxygen (lambda) sensor b2 s2: no activity
p0160-5-10 intermittent

17544 fuel trim: bank 1 (add): system too lean
p1136-35-00

17546 fuel trim: bank 2 (add): system too lean
p1138-35-00

16839 evap system:large leak detected
p0455-35-00

Clear the codes and see if they return.
P0455 could be caused by a loose or faultygas cap.
You might have a vacuum leak, causing the lean codes.

these tsbs seem similar.

mechanic says its likely a solenoid isnt properly firing so the engine is flooding.
