99 audi a4 quattro 1.8t wont rev past 2000rpms

I just got a 99 audi a4 5 speed and i got it free and it runs but it had exhaust broke between turbo and cat. i started it up and was running good. revved good and no problems, but never drove it cause battery was dead and have not been drove in a year. well next time i went to mess with it i started it and it would not go past 2000rpm if you pushed gas slow or normal. If you floored it quick it would go past 2000rps. when you push it and it reaches 2000rpms it just kills throttle down to idle or little lower. I let it run and check engine light came on and i scanned it and said throttle position sensor. but all thread read on it says TPS will just make it jump idle not shut down. Friend said it was cause exhaust was broke so i took it and welded it back so the O2 sensors would work again and started it up but still doing same thing? any suggestions on what to do. dont want to spend money on new throttle body cause cant replace just sensor. maybe just carb cleaner? or something else causing it.
