Default Engine still revs when in neutral or when clutch depressed :(

Well, after getting in the new rad and cleaing out the engine compartment i was hoping things would go fine.. it seems that when im in neutral sometimes, the idle still shoots up to 4000 RPM or MORE sometimes when i am stepping on the clutch pedal.. everything is clean. ISV, hoses, etc. I turned the screw on the TB down a lot too.. it made things better but the idle thing still does that. The only way that it goes back to normal when its at say 4000 RPM is to engage the clutch and it drops back down... and sometimes it shoots right back up again.. its eating my gas up bad Is it the idle switch itself?? Does anyone know how much they are new?? No linkage is stuck from what i can see. This idle thing has been happenin for the past 2 mths.. before it did the odd idle hunting but that went away.It seems clutch related... but i could be wrong. Its like an invisible foot is on the gas pushing down as hard as it can. Any advice would help.
