I can almost guarantee that your problem is fuel injectors. I also have an '89 200 Turbo. It was my mother's car. She purchased it with 65K miles on it and long crank times were evident since the day she bought it. I replaced the fuel injectors and now the car starts in 1-2 seconds. You can buy the injectors online for about $55 each if you're up to the repair. If your car has over 100K on it, it's time for new injectors. By the way, it significantly improved acceleration also.
