Default 1990 Audi 200 Possible Emergency Brake Issue

This last summer I bought a seasoned 1990 Audi 200 with 164,000 miles on it. After repairs which totaled 150% of the original purchase price, I think I've got a decent car. The mechanic who worked on it said theemergency brake was rusted pretty bad and was stuck in the engaged position. He moved it back up, and sure enough the brake light in the dashboard turned off. Now yesterday I was driving in traffic, had to press on the brakes pretty hard, and then the brake light notification came back on. Now anytime I press on the breaks even somewhat hard, I hear this muffled klunk sound. Does that sound like the brake might be locking in again? For what other reasons could the brake notification go on? Any suggestions?
