Here's one option. It's a direct replacement for the OEM turbo. Obviously if you poke around on that site, you can also find upgraded options that'll make more power, etc, but that's the stock turbo and the gaskets & studs you need in order to replace it.
I'm not going to be much help diagnosing, but I'm sure when other people with more expertise come along, they'll want to know what makes you sure it's the turbo and not a boost leak or some sort of fault that has the car in zero boost limp mode. Just thought I'd throw those other possibilities out there in case you hadn't thought of them and/or hadn't investigated them.

Just make sure if you are going to switch turbo's that you search the forums and see some review and get a proven turbo. Also make sure you put in a new full sized intercooler as the OEM's are just for the K03 and in fact they don't do a very good job of the intake temp. I believe Eurotuner did a IC upgrade on a stock turbo and saw significant cooling and way better upper end performance on even the stock. So get the intercooler done first then pick your turbo. I am still a fan of the small gt25 with its smaller size and faster spooling. Turbo lag is annoying!

$2000 (turbo, injectors, ecu chip) and very little. Pick up a gt25 and do it right. The K03 will only provide about 30hp more. Not worth it in my book. Get a turbo that will optimize your engine internals. The gt25 is also smaller then the GT28 and will spool faster. It will bolt onto your current OEM plumbing too.

GT28r was just a GT25r renamed many years ago. GT28rs and GT2871r are slightly larger. ATP tends to use a GT25r CHRA on their GTRS elim kits.
Either of those will bolt to the stock manifold, only the Elim kit is designed to do that. The elim kits also put the turbo close to the same spot as the stock k03 setup. So the turbo outlet hose and cat/down pipe will all bolt right up. If doing a standard GT28 turbo a new manifold will be needed and this will put the turbo in a different location.
