Default Symptoms between a tb or turbo going

Hello I have an 02 1.8T with 151k on it. Timing belt was done at 92k by the previous owner. Lately there has been a weird whine from the turbo only after the engine is completely warmed up. I have an oil leak coming from the top back side of the engine that loses about a quart of oil every 250 miles or so. I picked up my little sister from school and my engine light turned on but no other warning lights. I turned it off and didn't drive it the rest of the day. The next morning I turned it on and the engine would barely idle past 800 when it should be at 1200 for the cold start and it sounded like the engine was running pretty rough. I turned it off immediately and have yet to start it since. I was wondering if this is the turbo going or if it's possible that it's the timing belt. I think it's the turbo because when I would hear then turbo whine I felt a severe decrease in power. Any input would be greatly appreciated and feel free to ask any questions that you might are relevant to this. Thanks!

Pretty sure it's not the timing belt...you should be good until 180-190k on the timing belt I'd think.
