With proper upgrades, it can be done. I will take a slightly cheaper approach to my answer.
Fab your own manifold, Holset HX35 or 40, fuel pump, injectors, software, exhaust, and cams. More extreme, and more powerful. Less expensive. It is different, and sure it isnt back with a cute name, but it performs.

OEM fuel pump is being run on 2.0 gt3071r cars without running into fuel starvation issues
exhaust-duh.. why the hell would u build a car without exhaust?
cams? i guess with a gt3071r you could build the top end to run to 8500rpm to take advantage of the boost since it wont be spinning full steam till 4-4.5k
i still wouldnt think you could turn a stock a4 into an evo killer for $4k... a lot of DIY work will be required, ive saved thousands in labor i know, i have yet to have someone install anything on my car
$850-1000 exhaust
$600+ forclutch + bolts, flywheel resurface/replacement
$850-1500 FMIC
$700 software from revo
im not into turbo pricing but you are looking at $3k before evening getting into the turbo, injectors, TIP, suspension, brakes and other random supporting mods like boost gauge or short shifter

i have no clue about a holset hx35/40 but if its similar in size to a gt35 series, im sure you will have full boost by 5-6000rpm...

Sean,
I have done much fabrication. I do not have to know anything about the fuel system. It is as simple as putting in a better pump, some bigger injectors, a way to control those injectors, and a wideband to monitor that. Or a datalogger to log injector duty cycles. I have been around the block more than once, I know how to make power.

Sean, if you cannot tell, I am not an off the shelf guy. I do my own work..
800 for an exhaust is insane, bend it yourself, or have it done by someone who mandrels
1500 for an intercooler is also retarded. There are ebay kits laying down over 800 tire horse.
Megasquirt, or peice together an 034 kit for managment, simple as that. It DOESNT have to be that difficult.
The HX40 is far more durable than the GT35R as well, they are tough as nails, and no BB to go out.

ok. lets try to explain this how the OP is requesting people. we're talking about STOCK "strait out of the dealership" Evo's.. so
1- a 1.8t w/gt28r will beat a stock evo. exhaust/intercooler/clutch/software and you'll be realing in Evo's for about 3-4 grand.. stock, Evo's are pretty slow
2- only 1 out of 10 evo's are stock. throw $1,000-2,000 at them and they make over 300Awhp. without a sweat. so just know that

my goal is to be able to race almost any random EVO on the street and WIN. Money really isnt an issue so I just need ideas. this is one of my many goals for my car

RE: HOW TO KILL AN EVO??
No offense to anyone on here, or any Audi owners.... But it depends on how built
There are at least 3 driven daily radial pumpgas 9 second EVOs in Ohio alone, and countless 10 and 11 second ones. A new car maybe? OR a whole lot of money. Then again, break out of the shell, and build it right, and build it good, and you never know. I know 034 has a VR6 one, 600 or 700AWHP laying 10.8s..... Evos can do that for WELL under 7500 bucks.

RE: HOW TO KILL AN EVO??
well most Evo's out there are between the 300 and 400Awhp mark. usually just maxing out their stock 16g or 20g turbo's. or the FP Green turbo's with a bit more than 400.. so think. a lighter car(evo). more displacement, trans built for acceleration and close or more than 400Awhp. for an A4to keep up,you're going to need to be pushing 400-450Awhp out of a 2.0L with a 3076r or more. then there are the built and strokedEvo's that are revving to 9+k and coupled with gt35r/37r/40r/42r's. it's game over then..
don't worry about it. our cars were not built for speed like the Evo's. so if we mod, and come up a little short. it's no big deal. but build a 2.0l longblock and throw a BAT(big *** turbo)on it. OR, drop in a built 24v VR6 and BAT. you'll keep up of "kill" most Evo's out there

Hell, I feel the 1.8t can perform, but someone just needs to get insane, and do their own work to save money. Are there no DIYers out there lol.

get on audizine bro, there are several 2.0 strokers, 1.9, and i thinkseveral otherpeople with gt30 series turbos, most of the work they have been doing is custom
