Hesitation at low speeds

Hesitation at low speeds
I have a 02 1.8T CVT with 96k miles, recently it has started to have hesitation and the RPMs jumping when under load at low speeds, usually worse when going up hills in my neighborhood at low speed. Seems fine at higher speeds though.
I have read many posts and replies and tried the following:
1. 2 tanks of fuel treatment
2. OBD II diagnostic tool, no codes found.
3. Tried a new coil pack on each cylinder, no change
4. New MAF sensor
5. New spark plugs.
My fuel filter was replaced about 18 months ago, but am willing to try that again.
It has the usual buzz when the ignition is first switched on like it is charging the system, then will occasionally make another noise (Buzz?) from the rear for a few seconds upon starting.
I don't want to keep throwing money at it, could it also be the CVT, fuel pump?
Any advice would be much appreciated. Thanks
