'02 A4 3.0L 80k Price too high?

I was gonna dump 2500 bucks on an exhaust system and rims but I think the timing belt would be a better investment...

Based on the original service records and having it checked out, it seems like a reasonable price. I'm not sure what you mean by steering wheel shifters -- are you saying paddle shifters? I did not know A4s came that way.

By comparison, I picked up an 03 A4 3.0l with MT6, 69900 miles last August. The private owner was asking $15k and eventually I waited him down to $13k. He was the original owner and all services were at the local Audi dealer -- I asked and he got me the service record. It did need brakes and a battery, which factored into the price reduction. I also had it checked by my indie shop. So far no problems (at 75k) other than an occasional CEL due to a misfire. I finally replaced the battery last month.

Regarding the TB, I plan on doing it between 80-85k. I have an A6 and bought a Blauparts kits three years ago and had my indie shop do the work. Kit was $400 and labor was 6 hours at $70/hr. I would assume the A4 3.0 would be similar cost. If you have a dealer do it, plan on 50% more for parts and $120-130/hr.
