Wont start car rolls in park

I have been struggling with this all day..it's a 2001 a4 2.8 tiptronic car won't crank over and I fiqured out that when I put it in park it still rolls back and forth as if it's in neutral

it could be the shift linkage. its probably still in gear, then broke. is it easier to move the shift lever?
