If you're running stretched tires, you might be able to pull it off.
I'm personally running 18's with the same width without rolled fenders and running stretched. I would rub if I don't go slow enough on speed bumps.
However, I did run a set of 19's before but I was running negative camber which I don't think you want to go with (uneven tire wears).
Anyway, there are places that will let you rent out tools for doing it your self. A lot of places have decided not to do it anymore due to some issues (at times it doesn't go as well as one expects).
If you don't want to do it yourself, try giving couple body shops, window tint places a call.

I'm located in Calgary, AB Canada. What do you mean by stretched tires? How is the ride with 19's? Is it really rough?
I wanted 18's but for the type of rims I wanted I can only find 19's. So, I have no choice really.

Stretched tires are basically running tires below the recommended size. Not the safest way to run tires but a lot of people do this so they can put the widest/biggest set of wheels possible with the car slammed.
As for 19's, usually the thinner the tires, the rougher it gets. However, it was decently alright when I ran the 19's with 35 tires. In my opinion, roughness stands on the suspension you have. Whether or not it can be adjusted and so on.
I wish you were located in SoCal so I could direct you to shops that roll fenders.
