What's going on
The passenger radiator fan isn't working when I turn the a/c on and off
The oil and coolant pins won't reach the middle
The oil pin goes up before the middle mArk
The coolant pin goes down causally as I'm driving
There is light smoke after running engine for about 10 mins

It's possible you are leaking coolant? Have you had to refill it recently? My guess is the engine heats up enough to start boiling it as it drips from wherever the leak is.
You might also try changing the coolant temp sensor - which can through odd issues with the coolant system.
Any CEL's or codes to pull? From the video I think you just had a the parking brake light on.

If its hot coolant will shoot out, and burn you. Let it cool down first. Coolant temp going up to middle at idle and drifting down while the car is moving is a sign of a stuck thermostat. How hot or cold is it outside where you are? A/C compressor won't engage below 39F unless your in defrost mode.
