SAP bearing is done. You can crack (hack) the pump open and replace the bearing. It may be a challenge to match the bearing, though. Or buy a used one. Don't make the trip out to Devil unless there is some cold yeungling waiting for you

 

or get a tune, get it written out of the code, and get the block off plate

 

okay so today when i first started the car the fan kept going and the RPM's starts bouncing from ~13-1100 RPM's and when the fan stop the RPM's stay still at ~1,300 RPM's after 20sec the RPM's jump down to normal and the exhaust stop making loud sounds

 

Yeah if the SAP flow is disrupted from a bad sap pump (bearing) or cobination valve (same as egr) then it could cause iregular rpms. The worst that's happening is you have less than ideal engine efficiency and emissions during the first minute on a cold start.
