Is this supposed to lead to no where and leaking?(dumb quesiton maybe)

I know my mustang doesnt have this so wasnt sure if this is supposed to be there..and leaking..this is the bottom of my bumper, drivers side. It has been also leaking for the past week. slowly though

by the way it doesnt seem to be effecting the driving at all. ?Was thinking this is just a coolant run off? if so should it be going somewhere, and leaking occassionaly?

ANYOne have any other ideas post..have no idea

might want to check the plug on the bottom of the radiator. I know mine is on the drivers side. It is the radiator drain plug and no its not supposed to leak.

What is really bugging me is it supposed to lead to know where like that? Ive never seen that on my other car. Is it suppoed to be just laying there and not connected at both ends?
