Default strange idle thats been bothering me

this isnt really so much of a problem but i just read another post from someone having a more extreme variation of this problem. this is on a '98 A4 1.8TQM, pretty much stock but with a crappy APR chip that came with the car, i dont know how to work it (button on the dash, not the cruise contol type) so i leave it alone im pretty sure its on the stock program (boosts to ~9psi). when i put all my mods in this summer il get either a tune from unitronics or chris tapp. so anyways....

the car idles between 900 and 1k RPMs (which sounds high to me but whatever). during regular driving, while the tach needle is coming back down to idle, it drops to around 6-700 rpms then i can feel the computer trying to correct it by giving some extra gas to get it back up to regular idle. then everything evens out. this has never caused a stall or anything but its just something that bugs me and was wondering if anyone else has heard of it or if its just normal. the car shakes pretty good when the needle ever drops below idle, like if i select a gear thats too high for the speed or if i leave it in gear for a second too long while braking.

also when all the windows are closed and i push the close window button (putting an electrical strain on the car) causes a noticable drop (-200) in RPMs at idle.

now that im thinking about it... im pretty sure i need a new battery in the near future, would this have anything to do with it?
