Snowflake symbol question and mystery parts

I did a dash job on my dear departed 96. You can swap a couple of plugs that will totally hose the climate control. One plug goes to the little motor that drives the fan that pulls in air through that little grill under the radio. Don't rember where the other plug is, but they are identicle and if swapped, that might be your AC/snowflake issue.

So I did some more work on this A4 today. Was able to get the snowflake icon to stay on. I removed the passenger front headlight and found the high pressure switch was un-plugged. So I plugged it back in and now the icon stays on like it should. Then I found that I could get the compressor to turn on by un-plugging the low pressure switch by the battery and shorting that connection using a wire. Though I am not getting cold air. I am suspicious that there isn’t Freon in the system. I ordered the mastercool adapter from amazon so I can put my quick connect gauge on the line where the low pressure switch is.
I do have a question regarding the compressor relay. I thought I found the AC compressor relay in the 13 way relay carrier in position 3.
Missing a relay
But I don’t understand what is going here. When the car is on, there is always power across the coil to activate it, even when I turn to max heat, or run the fan down all they way and the system shuts off. I was expecting there to be only power to the relay coil when the snowflake icon is lit up on the HVAC head unit.
Can someone tell me if I am wrong? Maybe I don’t have the correct relay. See attached picture.
