I bought that same cheap blue cable and ran it with VCDS Lite. Pulled codes just fine, but with my copy of VCDS Lite I couldn't clear codes. If you can get the cable to you, I'd go that route.

That would be my guess. If you have a 1.8 and use a 2.8 cluster without recoding it the tach will read 2/3 as high as it should, which is right around where yours is reading.
