no radio/some aftermarket radios = your OBD2 port will not work
you can not do anything when that port doesnt work. you cant do a TBA, you cant scan or clear codes, you cant read sensors, nothing. if the port doesnt work, you cant do anything that requires you to plug into that port. if you cant get it working i would look for a used stock head unit on ebay or from a junk yard or from someone parting out their car.

that scanner might not get the job done for you. I bought a cheap ebay scanner, installed the software I needed, and couldn't get it to work properly. my check engine light was on and I couldn't get the car to throw any codes.
you may want to post up a thread in the regionals section here to see if anyone in your area has a legit vag-com that will meet you to scan your car.
my car threw this same code at one point too and my car felt like it was getting choked out and was ready to stall, just like yours. there's a wire that bolts to the block that grounds out one of the wiring harnesses that wasn't connected anymore. the bolt had come out of my block and this wire was bouncing around, losing connection with the block as I drove, making my car feel like it was going to stall. maybe you have the same problem. give it a look.
good luck man.

Ok so I just purchased a 98 A4 brake light on and the other flashing after market head unit... however just passed inspection and emssions in PA, they hook up to computer. Havent even brought the car home yet. Reading this thread leads me to believe it could be the head unit? is there a way to conclusively tell that abs is working other than take to audi... I ve also read to check the fuses first....

alright so i put in a after market headunit and it worked! the guy hooked up the computer to it and just had to reprogram all the sensors or something since they were new or something.. but now i have another question. im missing the driver side air vent and theres a wire sticking out. wht is this for, here is a picture of it... http://img7.imageshack.us/img7/5338/0318091407.jpg
