Part clicking on top of airfilter

Part clicking on top of airfilter
as the title says.. there's this part.. it has a tube going into it and out of it.. with a sensor of some sort in it i guess since there's a wire plugged into it... and the "unit" is clicking.. constantly.. is this normal?
I've been trying to trouble shoot a throttle issue.. and the car lacks power.. big time.. when you floor it... the exhaust sounds whiny/tinny like an old pos honda with an exhaust leak or something.. not sure how to explain it.. but it's not how it sounded before. any ideas?
I'm going to seafoam everything tomorrow but... ideas would be nice.

no camera atm sorry, but it's the only thing that's mounted on top of the airfilter box... it's got this little rubber thing that slides on a plastic piece on the top of the filter to hold it in place... it's the only object on the top of the box so.. can't be many options. it doesnt appear to actually be a part of the air filter.. it's just secured to it.. the part has a tube that runs down behind the engine somewhere.
