No, don't take it apart. Just make sure the lines to it are good, if they are old replace all of them. To check the plunger just use your finger and try to move it. Or you can find a good vacuum line with the engine running and hook the vacuum line up to it, it should move, if it doesn't its got a bad EGR.

I've had the low flow EGR CEL twice now (148k miles) and each time it was fixed by cleaning out the EGR port in the inlet manifold. Its a typical problem for the 12V engine. Not a huge problem and one you can DIY.
