The old ABS ring can be dismounted from the old rotor, and remounted to the new rotor with a simple flat-bladed screwdriver and rubber mallet or hammer. The new outer bearing races can be installed with the same tools.
This job is actually rather simple... Once you know what you're doing. I found out the hard way like your mechanic did, and I've (successfully) done this job twice now.
If somebody wanted to buy me new rotors and bearings or send me the money to buy those items, I'd be more than happy to make a solid DIY for this, video included. Then after the DIY I could send the new rotors with bearings to the person who paid. The only loss would be shipping costs.

You'll have to define "shitty" LOL. If it's damaged, then you'll need a new one. If it's just dirty then it will be fine. Also let him know to work his way around the ring so it comes off evenly. They are rather fragile.
