Low Gas Pedal

Low Gas Pedal
Hi,
I just picked up a silver 1999.5 1.8TQM and the gas pedal is extremely low... we're talking half an inch of downward travel and the pedal is stopped by the firewall. When I pull the throttle cable from under the hood, the pedal moves upwards, but I am not sure if this is the problem; when I tried adjusting the cable with the clip near the throttle body (at least I think that is what it's called...), the car idled at 2k RPM. Maybe someone replaced it with the wrong cable at some point in the car's life? There seems to be more slack with this cable than with my '97 1.8TQ.
Is it a difficult task to replace the throttle cable for this car? Is there another explanation for this low gas pedal?
