I have 1998 A4 1.8L turbo engine AEB. i'm doing the time belt/water pump and in the process of putting everything back together, The PS/WP belt feels very loose. I took it off by taking the WP pully apart and the new belt is the exact same size as the old belt and I don't recall if the old belt was this loose? it's got an inch of play in it? it appears to be put together right but I've never seen a belt this loose and the online instructions i'm following say it should be tight. it doesn't appear that the PS pump can be adjusted?? please help if you have seen this before

 

There should be a spacer between the pulley halves, which if left out, snugs up the belt.
