Yes it needs to be opened up. You might squeeze a ratchet in there but it's very tight and more hassle than it's worth. You do know that common lore says any power increases are basically zero right?

You won't touch engine timing when removing the pulley - the timing belt rides on a sprocket behind the pulley. Check the DIY forum and find a timing belt procedure. It'll walk you through service position. It's easy.
