It's the easiest job I've done on my A4.
It basically involves drilling a 1" hole through the removable plastic back cover that protects the low beam bulb. Through this hole goes the wiring harness that contains the new Xenon bulb and the power connectors that will plug into the wires inside the housing.
Here are the steps in a nutshell:
1) Remove old halogen bulb.
2) Drill 1" hole in the back cover.
3) Thread the new Xenon bulb & harness through the hole in the cover.
4) Mount the new bulb where the old bulb was.
5) Plug in the connectors to the red & black wires that the old bulb was plugged into.
6) Determine a good location for the ballast to live, where they are close enough to plug in the wiring harness and where they won't get overheated.
7) Mount the ballasts using mounting brackets, zip ties, or whatever else works.
8) Connect wiring harness to the ballasts.
9) Turn on your new Xenon lights and enjoy!
This should take all of about 45 minutes if you're slow and pokey like me.
Btw, where did you get your kit from? I bought the el cheapo DDM Tuning kit, and the parts came thrown in a box with hardly any bubblewrap for protection. My HIDs from DDM Tuning work, but there's something not quite right with the driver's side bulb, because the beam is not nearly as focused as the passenger side. I have some replacement bulbs arriving tomorrow, and I'll get to see if that improves things. If not, I'll probably order the more expensive set from kbcarstuff.

I agree, I've had my 8000k's and 3000k's for over a year from VVME.. Took about 2 weeks for shipping though.
