Wetsanding and buffing is gonna give the best result. I'd start with 1500 grit and maybe finish with 2000 depending on how nice the rest of the paint on the car is. Then just use a nice cutting compound with a buffer and it should be good. Polish probably isn't necessary since it's white and doesn't show sand scratches/swirl marks as much as darker colors do.

Clay bar, then buff with an orbital and compound. Finish it off with a polish and wax and it'll be like new.

Do the whole car.

id just the doe the nail polish remover it should do anything as long as your not leaving it on for hours. gasoline is also really good at removing this kinda stuff depends on if you wanna try that it wont do any harm just get some on a little rag wipe off then rinse off and its gone

B5Audi is right, gasoline works like a charm at getting just about anything off car paint (sap, paint trades, road tar, etc.) I use nitro methane which works better, but gas does the trick. Just throw a lil wax on the spot after.

now the first thing you need to do before you get deep into the repair is give the kids a good *** whoopin. then take their money and use that to pay for the stuff

ive always been a bit hesitant about using acetone and gas to remove contaminants.try some isopropyl alcohol (91% should do). it works wonders on sap and the like and should get the marker off as well. just give the area a rinse afterward.
