Im kind of having a similar problem, if not the same. Im runnin 10psi and just recently my car hesitates from 2-3k rpm. Ill hit on the gas around 2.5k rpm and the turbo will be putting out but the engine just kind of chokes and doesnt accelerate. Is this kind of what youre running into but at 4k rpm?

I'd maybe start with checking your fueling, easiest to check first would be the vacuum from the fuel pressure regulator to the intake manifold. See if the hose is in good shape and not split open or cracked losing pressure.

The only hose that I found that may have an issue is the hose under the intake manifold. It looks wet (like its leaking possibly). Its a thicker hose but its really hard to see because the intake manifold is blocking the view. Cant trace where the hose goes/if the hose is sealed and in good condition.

Actually found this on this forum. Might be the breather hose?
Think its the thicker hose on the left
