Heater core issues

I understand that but, in 35-40° weather the car shouldn't be so unable to keep the coolant warm to only be 1/4 of the way up to temp after 20+mins of driving.

I'd check the coolant, use a pressure test. check the thermostat as it can go in backwards. try every thing then if still not working right, consult a tech
