bikerbob - I changed the ICM and it still has the same problem..

At this point, I'm thinking either vacuum, fuel, or exhaust restriction (maybe the cat).. being the issue. I just want to narrow it down further.

If anyone has experienced a similar problem, please help!

Thanks again.

Well, I also had the cat break down twice on my old car, caused by unburnt fuel passing thru the cylinders, i.e. misfire. The car would become very loud, misfire frequently, and all power and torque was gone. Drive the car on the highway for about twenty minutes, then immediately stop somewhere and check your cats visually, If they are extremely hot or glowing, change them right away. This can also cause deadly carbon monoxide poisioning to you and your passengers if sitting still. When I had this problem, I found myself getting unusually sleepy on the roads, so I brought a battery powered carbon monoxide detecter with me in the car, and It went off frequently. Just a little heads-up.

is there anything done to your car, i think your gettin the oppisite of rich, clogging cat, it sounds like your runnin lean, like yourcar isn't compesating enough when you floor it. i have had both sides of the air/fuel ratio:

1. when i was runnin rich she feel a little boged little sluggish but never any kind of surge.

2. when i have run lean the car scream like its the end of the world, it surges, after a cetain rpm she doesn't want to go anymore, it's horrible

you should have a friend follow you during the day, you get on it and see if anywhite smoke comes out, hat means your runnin lean and you are destroying you head gasket.

remember this is only an opinoun

Apply vacuum to the diverter valve (where the vacuum line plugs in) with a Mighty-Vac. If it doesn't hold, the diaphragm is shot and you should replace the valve.
