Ghost vacuum line?

Ghost vacuum line?
Today I was replacing my vacuum line going from intake manifold to N249 Recirculating Valve (the line people usually take boost readings from).
While in there, I spotted 1/4" hose piece, like a nipple. I guess it is attached to Sec. Air Inj. Solenoid Valve N112, see the picture:

So that unknown piece of tube looks like a vent i.e. cut off vacuum line, 90 deg shape. Is it the it's supposed to be or I am missing something? No CEL, no issues, just curiosity

Is it rubber? Because Audi did not use rubber hoses for the vac lines, this is why I think its just a plug that is bent at the end. Plus if you look at the picture the end of that part is closed.
BTW you can post the actual picture when you post. Just copy the address, click the little picture icon and paste it into the window that pops up.
