crazy understeer?

crazy understeer?
first off, i have a 1998 2.8 30v quattro, no, it's not fwd :P
i was in an old abandoned parking lot and i was trying to get my car sideways. i couldn't do it to save my life.
i tried swinging one way, then steering the other to try to get the back end loose, then gassing it, but that didn't work at all.
i'm lowered on h&r sport springs, with no other suspension modifications
do our cars just naturally understeer? i really do feel like i'm driving a fwd car unless i get into the dirt or snow.
and is there anything i can do to fix this? i plan on taking my car to autox events in the near future, and understeer is a pet-peeve of mine.

OH! and one more question lol. would it hurt our car if i hit the e-brake around corners? i don't want to try it because i'm afraid of it ruining the quattro system (this is my first awd car)
if it wouldn't damage it, it would be a good way to get it sideways at autox events and such.

I think another strategy is to do what you did, downshift and pop the clutch out... you might get a little action like that.
Quattro is made so the tires don't slip. Try doing the differential mod to get more power to the rear wheels... you'll get an 80%/20% power distribution to the back/front instead of the current 60%/40% you have with the stock setup
