Default Clutch/Rpms being weird

I recently bought a 1999 prefacelift a4 1.8tqm and when i shift, usually above 3000 rpms, my rpms often do not drop instantly.

So basically if im getting onto the highway and im in second gear ill shift around say 4000 rpms. But when i press down the clutch to go to third the rpms do not seem to drop. I do not think this is my clutch sticking because if i go from 2nd into neutral the rpms still dont drop as i would expect. it is not relative to the speed at which i am traveling either. I am stumped as to whats going on.

any ideas?

Depends on what car you're coming from. Was it N/A?
The RPMs on my a4 drop much less quickly than they did on my cressida. Because you're mentioning the problem above 3k I think you're noticing the tendency of the turbo being spooled to keep the engine spinning faster than a naturally aspirated engine.

im coming from a 3.0 v6 95 4runner.....bigggg difference lol. that does make sense but the rpms stay up for a fairly long time. sometimes for nearly a second it seems. is that normal?

A turbo engine will not by design "spin faster"/longer than an N/A motor.

As soon as the load is removed from the engine, the waste gate will be in the open position and no boost is being created.

Could you get a video of what's going on? My car does kinda the same thing but it is normal i believe. When it is cold the rpms dont fall right away they drop slowly obviously cause the engine is cold. Maybe a vid would help us understand.
