Default Catalytic Converter Question

So I have a 1999 A4 2.8L Quattro that needs both cats to be replaced because they are punched out and are rattling. The problem is that I live and the car is registered in California. Where can I find a cheap place to buy the catalytic converters to work with my car without throwing codes and getting in trouble at the smog station?

There is a way past the check engine light, but you'll never pass smog in california un-less you replace both cats. The cheapest thing to do is have a shop pull out the uber expensive factory cat convers/downpipes and have them weld in a universal cat in place of the factory cats. Of course you can buy factory cats at the dealer but expect to spend upwards of $800 per cat. Universal cats cost about $80, plus labor you're looking at $500 i would say to fix it.

Weld? I'm surprised nobody has thought of making an adapter to mount a universal cat.
