1bar is 14.5psi. If you have an APR chip, you should be around this if not slightly more. You are running 8-9 as you say, this shouldn't be the case with an APR stage 1, you probably have a boot leak somewhere. There are guides out there to do so but boost controllers are not recommended for our cars.
Say you go one installed and working, boost controllers are intended to raise boost 2-3psi and not 6-7.
If you have an aftermarket ECU, big turbo, electronic boost controller etc
You can raise boost as much as your car can take as raising the boost also changes fueling etc to go along with the added boost.

well the guy that i got the car from lowered the boost. as i have done some reserch and saw that apr stage 1 should be at 14psi. and i have checked the ecu aswell. i took it apart to make sure that it was chipped and also have looked at fourm after fourm about boost leaks and have went threw everything on the car. and no boost leak at all.
if i do get a boost controller will it help me raise the psi at all on our cars?

As the others are trying to point out, you need to be looking into what it is that's lowering your boost. For example, sometimes APR chips can have a "stock" program which can be selected, that would lower the boost. Alternatively there could be a MBC (mechanical boost controller) that is keeping boost low.
