Air Recirculation Valve Vacuum

Air Recirculation Valve Vacuum
This valve will not hold a vacuum. And, there is just a little oil at the vacuum line connection when I replaced the vacuum line.
I have a P0171 CEL code, lean mixture. This lead to the replacement of this vac line and others.
There is no electrical connector to the valve so I believe it should always hold a vacuum.
So:
1. Should this valve always hold a vacuum?
2. Is the drop of oil bad news? If so, how bad?

Diverter Valve Problem Update
My online Audi shop manual calls this valve the Air Recirculation Valve. It is also called the Diverter Valve.
I replaced the valve with one from a junk yard:

If you are near Baltimore, this is a great place. I use the Hawkins Point Road yard which has a number of Audis and Passats.
The new valve holds a vacuum which the old one did not.
The bad news is that the P0171 CEL came on afterwards. So, I'll search the Forum for more advice on P0171, vacuum leaks, etc.
