Um... no. Not even slightly true.
I would say that since your 12v is starting to get up there in mileage, keep it in the car and put the 30v in storage. Then, when your 12v finally gives up in a few more years, swap in the 30v to keep the car rolling.

no no no don't jsut put the 30v in. build that baby, source a 3.0 crank and put the 2.8 heads on them from the 30v. throw a couple of k04 on them, get manis made and get tuning. that's my dream project and i wish someone would give me one of those engines lol. you'll also need an aftermarket clutch. and yes that project has been successfully completely before

I'm in the VAG tuning business, have been for many years.
I know of no chip that will raise the 30V 193PS to 222 - 230PS.
It just doesn't happen - almost an extra 40PS??
At most probably see between 200 - 205PS on a very healthy engine.
